1. To address the question whether there is a statutory legal obligation for a provincial Department to give instructions only to the State Attorney in respect of legal matters or whether legal work arising in provincial Departments may be outsourced to attorneys in the private sector.


2.  Draft discussion document:  A suggested approach to requests by Portfolio Committees for information in fulfilling their responsibilities in relation to "oversight" and "governance" as envisaged in the Constitution, 1996.


3. To address the question of Provincial oversight over, and monitoring of, municipalities, with special reference as to whether the Premier has the power by law to dissolve municipalities or to remove elected councillors from office.
